I've read the 2nd edition book some time ago, it seemed to have aged a bit and I remember the vehicle rules being quite a clusterfuck.

But otherwise no big issue I could see at a glance.

It's not like there's a lot of tactical rpgs set in the modern era, anyways.

True. You might look at sci-fi or cyberpunk systems and reskin him, they are usually the closest thing to modern settings; same with contemporary horror.
Also GURPS is actually pretty good for firearms combat. So is Unknown Armies
What exactly are you looking for? Gunfights, tons of gear, morale and ptsd, squad cohesion, vehicles, how to run a mercenary organization ?

Mostly looking for a system that handles modern firearm combat well but not to such a degree that it gets bogged down in particulars like, say, Phoenix Command.

I've tried GURPS on three separate occasions and didn't really like it during any of them. I think it's because of the system's open-endedness. There are just too many optional rules to pick and choose from, and I don't like the way turn structure is handled at all.

Also how a mercenary group would function is definitely a plus.

I have a fondness for Albedo 2E, that is based on twilight 2000 IIRC but is steamlined a bit. Removing the sci-fi and furry elements is very simple But having cute critters mutilated by boobytraps has a certain charm
The 40k rpgs are also good for firefights. Crunchy but easy to handle, decent lethality. Only War in particular is made with soldiers in mind. And Dark Heresy 2E got some nice influence and acquision mechanics that might help you for your mercenary needs. Check the general.

Balance seems non-existant (you could run into single looter or major army unit with tank support with almost the same odds) but I particularly like the survival aspects of the game. Excel is your friend
