What system has the best grappling rules, /tg/? One that also has an allowance for ridiculous superpowers is not required, but appreciated.
Hate to be "that guy," but GURPS Technical Grappling is great (and being GURPS, of course, any number of ridiculous powers are fully supported and easily integrated). That said, as a rules expansion they're on the crunchy side, but in the best way possible.
The basic GURPS grappling rules are also decent, just not as fun/in depth if that's going to be a big focus in your game.

If you want to do something over the top, Mutants and Masterminds is always good. It's also flexible without being too complicated or too shallow.
A lot of super wrestling moves can be statted as Afflictions with Grab-based, and there's also Slam attacks and whatnot, fast grab for punching straight into a grapple, etc.
Right; I know this sounds a bit mad but... I like the AD&D 2e rules for wrestling from the core rulebook.

Back on topic: While not deep I like Savage Worlds grappling rules. Opposed fighting roll with a successful grapple resulting in a character's mobility being limited and all actions other than breaking free being made at a -4. Sure you can still try to do something but unless you are well trained at it good luck pulling it off while some bastard is trying to restrain you.
Street Fighter RPG
Grappling manouvers are treated like any other manouver, they generally have a lower speed and higher damage. Also no move. If you succeed a hold, the enemy can try to break free against your grapple skill
BRP; hit locations and weird powers are in for sure, probably grappling rules too.
System is modular and easy to learn, goes off d100, and is easily tweakable by design.
No class or race limitations whatsoever, it's skill based, and has various magic and ability systems which can be picked and chosen from, or mixed into the same game; this means you have total freedom to hand out gimmicks or make up off-kilter themed wrestlers.
