Can anyone hint me a good overarching plot for a campaign set

Return of Napoleon. Like, decades after he dies a young, charismatic man claiming to be Napoleon emerges and takes over France and launches an invasion on the rest of the world.

Cool shit happens from there I guess. Also all the PCs are lesser nobles or figures in rising republics, with very low magic elements based on hermeticism and faith.

Sort of a 19th century Fire Emblem plot.

Dynastic struggle among a powerful landholding family.
The head died without an heir but had three brothers. All the brothers died but not before having sons of their own. Oldest brother has youngest son, youngest brother has the oldest. There's also a living sister.

Party has to choose a claimant to support and how.

The Apocalypse is incoming, or atleast so says the wise dictator of the state who is using his massive military advantage to conquer all the neighboring states so as to achieve a united humanity against the daemonic onslaught who surely will come any day now. It's up to the party to act as a scouting vanguard in places ofinterest and toso stop any daemonic/monster incursions which might lay the groundwork for the daemonic invasion. Or will they perhaps find out that not everything is as it seems?

You all meet in tavern. Invisible hand of fate led you to this hastily fortified building when you were running from invaders - to save yourself, to find out what's going on, to lick your wounds and then retailate.
City is under assault. The enemy army employs disturbing 'creatures' of all shapes and sizes, paired with all firepower of this age. Defend the tavern for a few assaults, and then either escape the city or, if you are bad enough, take it back from the bastards.

Chopping up Austro-Hungarian nobles and veterans of the war against the Ottomans with Kukri knives?

Hunting Thugees in India or finding that the man-eater you're chasing has been a man all along?

Meyrink wrote some urban fantasy books back then, but most of them feature reincarnation as a plot-point - no idea if that's already high fantasy for you.

Besides Napoleon, you also have the German meltdown.
You can turn it into a political game where the players are either pushing for or against a unified German empire.

You can also go full on political intrigue like polish uprisings. A lot of cloak and dagger stuff happening with secret meetings/secret brotherhoods that conspire against the lawful ruler (on conquered terrain tho) and then huge insurrection happens.

ACSHUALLY his first attempt was against the Restoration (which was eventually overthrown), the second against the July monarchy (which was eventually overthrown) and his third attempt was simply subverting the Republic after he had been elected its president. France reverted to its most suitable situation: a republican regime with a strong leader at its head. As it was under the first Napoleon, as it would later be once again under De Gaulle, as it will be again under Le Pen.
