It's more of a rock paper scissors situation. Shitty players are usually a result of trying to protect themselves from the DM. Shitty DMs are usually caused by shitty rule systems that encourage counter-productive behaviors either overtly or accidentally. Shitty rules systems are caused by the shitty tastes of the average RPG mega-consumer.

My sincere hope is that 5e is the start of this cycle breaking, but it's got a hell of a lot further to go.
