His soul is trapped in some overly constrictive demiplane so he animated and remotely controls the skeleton of some random dude in the material plane in order to figure out and execute a way to get himself back to wherever it is he wants to be. He could be a sort of comedic figure because he doesn't really care whether he lives or dies; he could just animate another skeleton to take the first one's place, making everything that happens seem ridiculous and inconsequential to him, but at the same time he would be a bit fatalistic and dour because he's been trapped for a long time.

The skeleton in question is just some rundom merchant or baker, or something like that, who was killed and reanimated as a skeleton mage by the necromancer.
Despite gaining new magical abilities, he still retains the personality of the average person, with everything that entails.

Is actually just a mystic bone elemental. Can control all bones, but only if they're exposed (so not inside someone).
He doesn't realise this, and just assumes he's a living skeleton. If he breaks a bone, he can just pick one up from a corpse and add it to himself. Fuck, even if he hasn't broken a bone he can add it to himself. Once beat a powerful lich by raiding several crypts beforehand.
