I think the only way it could be both a secret society and a state religion is if you did it like Scientology a bit, without the ponzi scheme angle. More revealed as you went up in grade and proved your loyalty, probably by doing stuff like community outreach, recruiting, and clearing gobbo warrens.

You could totally de-sex this down and prevent 'magical realm' accusations by treating them as logical, rational people who prefer reason over dogma and whose philosophy ignores the gods and focuses on the concerns of Man. Alternately you could make them very 'in the moment', very in tune with emotions, focusing more on human nature and being as 'human' as they can be.
