Infinity is what pops into my mind in the first place. But Malifaux can be called that, although it has a fantasy-horror theme.

What do you mean by that? Random card (or figures?) in booster packs. I don't think you could be hit the market with random stuff if you are not already big enough (but I may be biased, but I hate the TCG way of getting cards, I think LCG is so much better in that way).

If you just mean, that there will be card play added to the miniatures, maybe you should look into BattleLore. It is more a board game then a tabletop, but it has miniatures and cards.

MERCS incorporates cards into its movement system in a pretty novel and effective way.

40k uses datacards for mission objectives, including faction-specific ones. Also occasionally rules, like the cards for Skitarii's Doctrina Imperatives (disposable whole-army 1-turn buffs), although these can be represented without cards entirely.

Come to think of it, the Dark Souls boardgame also uses card decks as well. Bosses have preselected moves that they use as per their movement card deck, and the deck cycles which means the player models can learn the pattern and try to work it out for themselves.

Kingdom Death also has numerous card elements to it for resources and random events, and attacks as well, I think.

Xwing is the current hotness of basically collectable packs that are a board/wargame. Partially because starwars, but also partially because ffg can into collectable game design.
