How does your setting do threat assemnet? Are threats or supernatural beings given ranks/ratings/titles/etc to describe the danger class that thing could possibly be?

No, my campaigns do not take place in anime, and neither they take place in science fiction. No S-class adventurers and B-difficulty missions here.

Monsters have CR in D&D.
Superheroes have power categories and low-medium-high-insane as ratings.
Worm has PRT ratings which work really well.
Some settings have giant monsters attacking occasionally so they have some classifications that tell if it is a local-city-state-tristate-country-regional-national-international-global threat.

Simple really. A guy who has super durability and can punch through an engine block is at least a brute 4. Someone who can alter perception to make him/her invisible is a stranger.

Threats go

Seems like Trump is the hardest to rate. Like how the do you rate a power copier when everything 5+ requires a Parahuman response? For argument sake let's say it has half-block 'copy' range, senses Parahumans a bit farther away, copied powers come with data packets telling what the power is, dissapears extremely fast when out of range, and only one copied power at a time.

When no parahumans are in range hat can easily be a trump 1. When a Parahuman is in range they'all go up in rating. If there's no limit to the power that can be copied that's an easy trump 7, 8 if on a team.

There assign capes a one word category that broadly covers type of powers, e.g. sneaky, strong, ranged, etc., and a number that signifies estimated level of force needed for response.

So if you're a PRT guy out on a call and you see a Villain who's classified 'Brute 1' yout know that you're dealing with a strong guy and that you and your squad should go ahead and move in for the capture. If you see a 'Tinker 5' you are dealing with a gadgeter and you should be clearing out civilians and containing the threat until friendly capes are on scene. If you see a 'shaker 10', you know they are going to be dropping big AoE stuff and that you need to be shouting "SHAKER 10, CONTACT CONFIRMED! FUCKFUCKFUCK" into your radio and trying not to die.

So 1-4 is "normal PRT troopers can handle it"
5 is when at least one hero or ward needs to get involved
6-8 is when an entire team needs to get involved.
9 is multiple teams or one of the bigshot heroes needs to get called in.
10 is equivalent to evacuating the surrounding city and preparing to write off millions of dollars of property as already lost. Multiple teams and/or the triumvirate need to be involved.
