It is competitive. Instead of poker, It's the go game for gambling in eastern asian.
The game is actually fun and trickier than poker. In poker, you compete by getting the better hand, while in mahjong you compete by completing the hand faster than anyone else. You either win by fast cheap hand, slow big hand, or if you're lucky, fast big hand.

Ron = Swipe the winning tile from someone's discard pile.
Riichi = One tile away from winning, and has told everyone this so they get more points when they get the winning tile.
Repeat Bonus = If you deal multiple times in a row, you get an increasing bonus up until the 8th time, at which point you basically won the game.
East 3 = First rotation of dealership around the table, third player is dealing.
It's really not that hard. No different than learning the terminology of any other game.
