Best system for simulating gun combat?
Does it also include classes?
Does it allow for multiple non-debilitating hits?
Bonus points if it uses only skills and no attributes.

I'm usually in favor of classless, but in this scenario they are needed.

The combat system is partly based on modern XCOM games.

GURPS is literally the best there is when it comes to simulating gun combat without being an autism fest like Phoenix Command.
If you don't want to use it, then go use Pathfinder or whatever.

Do whatever you want, it's your game. But genuinely, GURPS does this with proficiency and vigor. Otherwise try Ops and Tactics or something if you want "D&D but with guns and a little tactical flavor". Spycraft is in a similar vein.
