Have her be a normal child for one. Normal every day children can be very cruel little shits in their own childish kind of way. Then add something which now makes this unchecked behavior uncheckable and threatening on a scale appropriate to your game.

I once threw a child (a boy but at his age it really didn't matter) at my party in a super's game. He was a jealous angry little turd, and happened to roll well on the same cosmic lottery that landed the players their powers. He wasn't particularly evil, just a little shit with no real comprehension of the consequences of his actions. 5 year old children tend not to really understand what it means to kill someone, or hell even what it means to hurt someone, throw compression bursts of force into the mix and boom.

Though most of the challenge was self inflicted as my players picked up on a decent chunk of this, and did their very best to try not to just walk in and kill him.

Literally no reason why that couldn't be done with a small girl instead of a boy.

Maybe she's just a normal girl with power she ought not to have. Power that makes it so nobody can stop her from having what she wants, like >>50271226 said.

Or you could go another way. Maybe she wasn't always what she seems now. Maybe she's an old witch who did a thing to get her youth back, not realizing she'd go back too far and forget all she'd learned of subtlety in the process. Power honed over decades in the hands of someone who's forgotten how to use it right and wants that back.

Maybe it's not even the girl that's evil. The little doll she carries that looks just like her? It's the real evil, and it's got her all possessed-like. That's why she looks just like it. You take that doll from her and burn it up and who knows who she was before, or what she looked like.

Maybe she's only the 'villain' and you the 'hero' in her games of make-believe, where she gets to be the evil sorceress and curse anyone she wants. Maybe you're just a toy in her game. Maybe literally.

Resist the temptation to do the creepy psychopathic cute loli thing, even through it seems appealing. Make her an actual grown woman struck in a little girl's body, with a grown woman's speech pattern and mannerism if needed. Otherwise, she would probably be an average little girl who does childish things, in order to avoid suspicion. If done right, this could be incredibly unsettling.

Give her a clear and standard villainous goal, such as obtaining power or wealth. While she does have emotions and sometimes abuses her power to do villainous deeds that give no direct benefit to her objective, she should have her urges under control. In short, she does not throw tantrums.

An example: If she wants to rule an empire, she would not dream to be the empress; she would control her state through a puppet ruler since she knows that few would follow a little girl no matter how great her abilities.
