Insane archnecromancer decides to get rid of a kingdom with design plague that kills only women. Humans of the kingdom are in danger of extinction but halflings pray to their fertility goddess for a solution. The halfling goddes talks with the human pantheon about this.
Halfling women can now get pregnant by humans but only give birth to males or titty monster female halfling when they do.

You could make them connected with Fae somehow. Have a strange thing go on where male halflings above a certain age always disappear. The only explanation to be found is that they've been taken to the Fae realm and press-ganged into their armies.

Occasionally, to ensure another generation to swell their ranks, the Fae lord will send some of the best halfling warriors back, enchanted with Fae charms to be practically irresitstable, and give them a year to woo as many Halfling women as they can.

It's also possible that this is some form of strange curse, and that they're being prevented from putting the pieces together. Halfling women will usually have similar stories about how their sons had accidents or ran away from home at the same age, but they all insist that there are still male halflings, even if many of them know they've never seen one outside of the wandering charmers.

Depends on two things:

First, will this skeeve out or disgust your players? From what I've been told in the past, saying that, for example, kobolds are hermaphroditic and so any two kobolds can repopulate in the wake of a slaughter is not magical realm if all it amounts to in-game is NPCs asking if the PCs are *sure* that they got all the kobolds, as opposed to, say, having kobold whores who promptly whip out dicks of their own if a PC is dumb enough to buy their services.

Secondly, what sort of justification, if any, are you giving as an explanation for why halflings are all-female? I've done kobolds as hermaphrodites because that's how they survive being so weak in a world full of mega-vicious monsters, and justified lizard-tits as breast-like fat deposits that serve as status symbols come mating displays in kobolds/lizardfolk/dragonborn. The ideas themselves are still a little iffy as far as some /tg/ites are concerned, but they're not strictly pornographic in nature.

That's a simple matter of making them part of a supernatural race that fits well. A good example would basically be to have all of the Faerie queens in the Fae realm or whatever take on the appearance of gnomes or children to beguile strangers.

The childish appearance works better for something fairy-tale like in the first place, and is easier to justify, especially if you show that they're so capable of weaving illusions and enchantments that they may just be picking something non-threatening to put the party at ease.

Justifying super-strength lolis is harder, since even halflings being fighters tends to raise eyebrows. You could use the excuse of dragons shapeshifting into humanoid form, but that raises the question of why a dragon would turn into something so outwardly weak instead of something that at least partly reflects the great strength it has.

Literally fairies and other similar creatures. Fae are pretty commonly descipted with a childlike appearance, and having powerful magic, especially illusions, is pretty much a required trait for them.
Fae are all about being not what they may initially appear, so having them appear in a childlike and harmless-looking form but still possessing powerful magic, strenght or some other weird abilities would be fully in character.
