Volume 15 was basically a battle royale between the various underground factions. I think that'd work pretty well.

Someone actually made a system for it and it's easily findable with a google search, unfortunately it's only available via a torrent with -5 seeds cause it was made back when Toaru was fucking relevant and fresh. Not sure why it's a torrent instead of a 4shared link or something, but there you are.

I think I still have it somewhere, I could post it in the pdf share thread, but since it's in my folder of "Shit I'll never play cause only i like it" I've not given it a thorough enough look to tell if it's any good as a system or not and I'm too lazy to check right now.

Yes and a homebrew RPG was made but its abandoned. I would love to see a fully fleshed out system for the setting. I love all of Kamachi's works yes even Heavy Object

Absolutely. I've played in several with different systems. Marvel Heroic RPG, Mutants & Masterminds 3rd edition, and Wild Talents 2.0. Each bring a different feel to the game.
