Undead and constructs are seen as dire threats to humanity because those killed by them cannot be brought back to life

Maybe if the heart used to bring the person back becomes their new heart?
So if person A kills person X,Y, and Z. You then use A's heart to resurrect X. X is now alive, but with A's heart so you can't use it to resurrect anyone X killed, but could still use it to resurrect Y and Z if you killed X.

That stops people from chaining resurrections and still only allows one person brought back at a time
