It's directly contradicted in one of the codices, as well, as the previous DE dex specifically mentions Hameonculi having non bodyfat, having surgically removed most "useless" parts of their bodies and replaced them with something more fun, like acid and neurotoxins. A. It's only present in about half of all Chapters (or at least only half of the Chapters know they can do it). It is a mutation otherwise lost to most.

The big difference is that theoretically the Kabals are a meritocracy while in the noble houses power was inherited, but in practice in both cases it boils down to the person in charge being whoever can scheme and backstab their way to the top, and while it might now be theoretically possible for a lowly warrior to rise to an Archon, it's only marginally easier than before the Kabals, as the people on the top have the power to easily get rid of him if he appears to be a threat to their power.

We need more sharp-dressed haemonculi. One of my friends converted his (the older resin one, with the arms outstretched pose) to looks like a circus director, complete with a top hat. They do have the whole "carnival of pain" thing going on, after all.

In "Siege of Castellax" by C. L. Werner there is an Iron Warrior that acquires the piloting ability of an ork in the span of a few minutes after ingesting the braintissue of a ork flyboy.
Sufficiently enough to get a Bomma off the ground and escape in the general direction of the main Iron Warrior fortress to dubious safety.
Interestingly enough it was noted by the current squadleader that the one eating the brain should be confident in his omophagea.
