Chaotic evil wants to watch the world burn for whatever inane reason they have, and doesn't like being told what to do.

Neutral Evil is a jackass who'll do anything to further his own ends, whether that be play it cool or strike out by himself.

Chaotic Neutral is their own person. They don't listen to anybody but themself, and couldn't give a shit about most people save for those they actually care about. They're in it for the adventure.

Everyone that will follow op's pic is at least neutral evil, as they're only doing it when provoked and isn't a serious crime (though still messed up and hilarious).

Chaotic neutral would probably throw the fake baby at someone's car when one of their friends said that person wronged them, or that person wronged them.

Chaotic evil will just chuck those babies at anyone, because why not?

Is it possible to play a CE character who is both sane and loyal to the party? Too many people fall back on the chaotic = crazy meme in my opinion.

Maybe. Just have the CE character be a common criminal/crime lord that's helping the party because they're paying him, or because he has a personal vendetta with whomever they're going after (another crime lord, litch who didn't pay him back, etc.)
