Disregarding OP's "3d6 in order", how does having exactly the right numbers on your sheet let you play the character you want? Does it ruin your character if your highest stat isn't as high as you wanted or your lowest stat lower than you intended? Or do you just play for muh numerical advantage?

Lots of games have mechanical prerequisites for certain character builds, such as classes or feats that demand specific values in specific stats. If you don't have those numbers on your sheet in the right places, you can't play those characters.

Though for 5e I bet just having another proficiency bonus would be more than enough. Start it at +1 and allow each ASI to add another +1 to it or a feat.

See, I don't get this mindset. I know 2 rogues who used point buy, one a goblin one a dwarf.
The goblin completely tanked int and cha, so he could have ungodly amounts of dex at lvl 1, as well as decent con and wis for saves, he went for a scoundrel kinda rogue. The dwarf wanted to be able to use wands and talk to people like a dashing gent, so he had tanked str and int and had high charisma. We also had 3 rangers through our play, one who was a str/dex/con fighter type, one who almost became a rogue due to focusing on int for skills, and one who was simply an archer with a deadly aim.
There are so many archetypical characters people enjoy, that the stats end up different anyway. Who's to say I won't want 14 wisdom on my fighter just for the will saves, to represent an aged wisened fighter, as oppose to one who is out and out a str and con monster?

Amber does this, although that game is diceless and the characters are meant to scheme and fight amongst themselves, so the competition works best in that context. Something Amber does (that you should probably do) is reward PCs for spending few points and punish them for spending more than their allotted amount. Like, what happens if someone doesn't bid on any stats? What if they bid poorly and are consistently behind other players by a point or two? What precisely do you do in the event of a tie?

In the end, it's just a game, and stats are just numbers. If you believe your numbers being random somehow improves diversity, you need to try games where there are more important differences between characters than the numerics.

Then you'd have to have a lower base so that people don't have 19s and 20s starting out. So if you were doing 24/25 the lowest starting stat would be 6/7 respectively
