If a MIA Primarch were to return in the "present day" of Warhammer 40000, could he instate himself as Prince of the Imperium?

Pretty sure that the High Lords would be salty and power hungry enough that they would never actually rule anything officially. They'd simply be a tremendously influential figure (Nobody want to be the first guy to piss them off) within the Imperium and for all intents and purposes have complete control of their own sector.

I would enjoy it very much if a Primarch, or even two did return to the Imperium and was placed in stasis. The majority of the Imperium completely unaware that they are alive.

Call it the Treaty of the Lords, a secret agreement between the Lords of Terra to never speak of the Primarchs return, sealed deep in the heart of Terra by the side of the Emporer to forever stand immortal and still, chained to the throne of his Father, weeping tears of rage at what his Chapter, his father and the Imperium has become.

Bullshit.

A relatively small number of Sol-siders actually revere the High Lords, and a higher number elsewhere only pay lip service while fervently revering the God-Emperor because of all of His very real and terrifying Angels. A returned Primarch would immediately rejoin - and re-form - his Legion. So, the re-appearance of a literal Son of God like Jonson, Khan, Russ, Vulkan or Corax would drastically impact the balance of power in the Sol system and thus, via natural propagation, the IoM.

If Alpharius were to suddenly step from the shadows and declare his Legion intact and loyal, all Hell would break loose - driving that propagation exponentially faster. But what if it was Guilliman returned?

The guy who wrote the Codex Astartes would undoubtedly take one look around and pen Volume Two in short order. Again, all Hell would break loose, but in this case Terra would have an indisputable Warmaster to reforge every Legion, Chapter, Regiment and Shriner Parade within communications range and unfuck the snarl of bureaucracy keeping the military fragmented and rudderless. Tau would be erased in a week, Eldar in two. Orks would be funneled into hive fleets until there was only one left standing, and that one would be exterminated. Game over, man. Miller Time!

Except, 40k is a static setting ...

God forbid if there's a couple or several returning at the same time. They didn't fall to chaos before, but we know all of them are autistic manchilds who bore grudges to each other.

Don't Forget Dorn, they Only found his Hand. And He already has the ground work for remaking his Legion in his "Last Wall Protocol".

Also, Alpharius is Dead, Like, REALLY this time. The Epilogue confirms with the feeling that Omegon, for the first time ever, felt alone.

Omegon would probably bring the "Omegon Legion" the Loyalist Elements of his Alpha Legion to bear.

No. He might be able to split off a nice size chunk to listen to him. Those in power would just make excuses and claims of fraud or whatever to try to discredit such a obvious Chaos plot.

Possibly a Primarch might be able to rebuild his Legion, but even that isn't likely. A good amount legions have been split up so many times, and scattered so far, over such a long period of time, that they wouldn't even KNOW who all were theirs (Dark Angels a notable exception).

So logic points out that likely a schism would occur, and no one legion could possibly conquer the Imperium. Hell, eight legions have been trying for ten thousands years, and failing. A few of them still have their Primarchs (and they have been upgraded).

So barring COMPLETE stupidity from a writer (which is far more likely then the anything I've written above), there should be no way for a single returning Primarch to take over the Imperium.
