You could be a tulpa, a spirit possessing a teddy bear, all kinds of shit.

pretty sure you could do this in Mutants and Masterminds very easily. Just make a small sized character fluffed (heh) as a teddy bear.

The game OP is looking for is called Plüsch. Power & Plunder. I am not aware of an English translation.
