GURPS lite. It's free

Not good, not sci-fi, not wacky.

Not rules light, not wacky.

Dude, you want Lasers and Feelings. Alternately, "in Spaaace!" by Greg Stolze is only 15 pages and pretty good.

Risus

Risus or Lasers & Feelings. Both are lightweight, free, easy to learn and run, and agreeable with wacky scenarios.

is right; Lasers and Feelings is the way to run a Space Dandy game
I'll run through the list and post PDFs of suggestions.
First, Lasers & Feelings.
Next: Risus
GURPS Lite
In Spaaace!
(Tales from the Floating Vagabond and Traveller are too large to submit, I'll put links in a pastebin or something)

it must be opposite day cuz GURPS is all three of those things. To be fair it's no were near as extremely light as laser feelings, but I feel laser feelings is waaay to light, the only thing I would ever use it for is a spur of the moment campaign with no prior planning.
