Then whoever designed this thing was an idiot. An Arcology, by definition, would have to be able to produce everything it needed. If not wool, then hydroponically grown cotton or some source of synthetic fabric.
Grow it on genetically engineered skin. It'll basically be inverted beds of skin, fed by nutrient baths from above, and the wool grows downward to aid harvesting and not tangle.
