So, I've been wanting to either play in or run a cyberpunk game. My problem is that the only book my friends own in the subject area is Shadowrun, and I don't really want magic involved. Whats a good system for it? Please no GURPS, I dont really have the money to buy a SET of books.

In all seriousness, you can find rulesets for damn near anything online. And there's usually a general floating around here for quite a few systems.
You want a cyberpunk feel, but without magic, CP2020 is a good bet. It is dated, but it's probably a good bet if you don't want GURPS.

Cyberpunk 2020 is a decent system with a dated world. If you're making your own cyberpunk world the latter doesn't matter.

If you want something with a bit more up-to-date world, try The Sprawl or Interface Zero.

The synopsis I just read of that makes the setting sound pretty pants-on-head. Is it as bad as it looks on paper? "Lol Europe borg now, Dragon vs Bear covers Asia right, slave-vat humans and cybertitties!" was kinda what I got from it.

What? I don't recall it having a synopsis that bad.

It's an updated cyberpunk setting with nation-states as the main actors and some megacorporations being powerful but not superpowers. It has bioroids and cyborgs and all the standard cyberpunk fare. There are a few things that are retarded (Africa somehow becomes the global banking and genetics center lol) but overall it's a good setting.

The whole Africa being a center of banking thing isn't too far fetched. It is a game set 76 years into the future, and China being a world powers was just as unlikely 76 years ago.

No, sorry, it's complete nonsense. China has been the largest economy in the world for 24 out of the last 26 centuries, right up to 1885. No African country has ever registered in the top 10, and none of them show even the barest glimmer of getting close. GDP per capita actually fell in most African countries post-independence post 1945. There are no large African banks and no reason to think there will ever be in a world in which ICBC, HSBC, Mizuho and JPM dominate. The largest banks are in the largest countries by GDP. So unless China, Japan, Europe and the USA nuke each other, African banks will never match them.

Countries don't rise and fall at random. You can't just pick a random part of the world and say "in 100 years this place will be the richest on the planet".

China may have suffered during WW2, but it was always a very large economy with sophisticated systems of finance. Just look at Shanghai in the 1930s. It's rise was predicted by many people (Robert Heinlein among others) and it was only Mao's communism that stunted its development. Even under the burden of communism China still developed nuclear weapons, ICBMs, aircraft and other systems that no African country has ever mastered.

This isn't even getting into how African IQs are far lower and their total human potential is the lowest in the world.

True, true. Although it is important to remember that the section on Africa was in-character, and said character was an African national. Chances are its just that they have middling banking and genetics, and it was super-exaggerated.

Still better than Shadowrun Africa, though
