There was a chart to roll on, 1: 1-5, detonation, 6: Emperors mercy, bomb fails to detonate and model is removed as he leaves the front line and returns to his unit.

The fluff explained that they were deliberately designed to have a small random chance to malfunction, that way the troops would chose it over certain death ( i.e they would chose probable kabooming over certain kablamming) and the Emperor could spare the truly innocent through his mysterious will.

In terms of marksmanship Vindicares outmatch Marines by a longshot, but they'll still get easily slaughtered by said Marine in CQC.

Also Marines are still much closer to humans due to their organs not being hereditary and do not require genetic manipulations.

Not at all, a Vindicare is outright superior to the average Marine in most forms of combat. The thing that makes Assassins non-viable is their absolutely horrific recruitment procedures (we're talking at least double the potential candidates for a tenth, at most of the produce) and how stupidly expensive they are. They're all armed to the teeth with Archeotech/Xenotech, and it wouldn't be far off to suggest all of their implants are either Archeotech or performed by a machine of such calibre.

The bomb collars are specifically designed to explode inward. I imagine this is so that you don't accidentally blow up an entire penal legion when one out of the mass is being a heretical ass.

I mean, even for the Imperium, it would be a dick move to tell a guy that he has to earn the Emperor's forgiveness through battle, and if that if he survives long enough it's a sign that the Emperor himself forgives him, and then you strap a bomb collar on him and make it clear you're going to blow him up as soon as he gets close.

Because Imperial Assassins are always prepping for murder, all the time, while Harlequins are generally just sort of chilling in the webway, doing the bidding of Cegorah. For the Harlequin, assassination is a side gig, something they do because they like the thrill of it. For the Imperial, they've been making the best assassins in the galaxy for over 10,000 years, and are really good at it.

Objectively, the Harlequins should obliterate the Imperials, but they've not been putting in the same prep time. They've got a lot of natural skill and training, but are lacking the dedication of the Imperial.

Can be. Eversors are still good distraction carnifexes. Vindicares less so, but you can keep them behind your front line and get more sniping done, although that's useless against certain lists. I haven't worked the numbers in a while and I don't have them on hand, but Vindicares only competition is Scout snipers + Telion, which is also fairly expensive. IIRC, the vindicare will take out important units and HQs better, but Scouts will drop more MEQs and generally get focused less.
