it's about actually maintaining the feel of mecha anime not about making mecha building a fun game of its own.

GURPS is a toolkit. Start from GURPS lite and add the rules you want, from the modules you want.

You don't even need to start with GURPS lite if you know what you're doing, and "know what you're doing" isn't some arcane secret. It's just having played a few games such that you know which rules you can get rid of.
