A campaign is a series of adventures done over the course of several sessions. A one-shot game, therefore, is an adventure, not a campaign.

That said, I like FATE for one-shots.

Kobolds Ate My Baby is fun. But I've only played one one-shot of that.

Crazy Setting, fast fun, and should you survive you can reuse a slighty better PC during the next delivery combat dance party. But really who does that?

Time Wizards. It has the potential for bodily injury and optional drinking rules.
