How slow are we talking? Because a slow-motion bullet is still plenty fast. Maybe give PCs a dodge roll to evade, but that just means the round overshoots X metres before reorienting. You better put BBEG down fast before you're all rolling ten dodges a round with death for failure.

Have the bbeg herd the players into areas with little space to maneuver. Have the bullets think for themselves. One bullet might sacrifice itself to pierce a gas pipe or something to hinder the group and let the other bullets have a shot at killing.

Does the bbeg have a good social savvy? Maybe have him spread rumors that anyone tracked by the bullets is cursed/a traitor/pedo/whatever This could have the players get paranoid about npcs. Does that girl really want to help or is she looking for a way to tie them to a pole and watch as the bullets approach?

Also they should move at a walking speed. That's slow but it's still scary and they *will* catch up with you at some point and kill you. You will only get to live and sleep as fast as you can move.

Force is mass times acceleration, motherfucker.

What you want is kinetic energy, which is one half of mass times velocity squared, which makes slow bullets extra stupid.

An idea:

The bullets are slow, perse, compared to sub-sonic rounds. As in, they have a velocity of about 100km/s rather than about 350km/s from the slowest round. This is so the bullets have a small cone of error correction, say, 50mm lateral per 3 meters travelled. Thus, if a character is standing 9 meters from the business end of the gun, there is 150mm of play/correction in about 1.5seconds or less. That on its own is pretty scary, especially if the rounds are acidic or explosive.

Note, explosive rounds can hurt real bad from splash, as can virus/acid blast bullets.

This is close, but not exactly what you were trying to avoid:

The bullets are VERY VERY VERY large, and you might escape and outrun them, but they're going to smash cities on their way towards you.

They're not meant to just harm you, but make you an outcast from the doom that follows you, a long term siege weapon personally targeted on you.

Of course, the BBEG has enchanted them to pass through himself, his base, etc., so trying to stand opposite of him from them isn't gonna hurt him.

pfft, that's just an old wives tale. Everyone knows that an axe, even if swungly slowly, will do 1d10 of HP damage to a person struck by the slow moving axe.

Remember how swords and knives went out of fashion a century ago once people realised you could render yourself immune to their attacks by wearing armor made of scabbards, and so everyone has to use weapons that are too awkwardly shaped to fit inside scabbards? Same dealio, at least until people start wearing armor made of bullet clips.

The bullets move slowly, but they don't stop, not for anything.

The party dismisses the slow-moving projectiles as a non-threat and forget about them.
A week later, the party is asleep, when they are awoken by a grinding, creaking sound as the bullets push through the timbers of the inn. The only way they can actually kill you is if you get stuck in a corner so they can force their way into your skull, but it means the party can never stay in one spot for too long.

Perhaps do it over a long distance. The target won't see it coming until it's too late. Depending on how slow a bullet in "slow motion" travels, it can still be pretty fast. If you're expecting it you can dodge it easily, but if you're not then you might still be dead meat.

All he's done is made a gun that's much worse at killing your opponent before they kill you.

Just imagine, though, it's like a horror movie killer. No matter where you go, the bullets are following you... and eventually, you have to sleep. You find a place you think is safe, and you finally settle down to rest... only to wake screaming as the bullets begin to slowly push their way into your flesh. Rub sooth on bullets, shoot at night. They won't see them coming.
Alternatively dense fog / smoke or other vision obscuring effects at daytime.

Engineering-tier solution is - take "aiming" bullet, on the tip attach small remote controlled detonator, on the detonator attach regular bullet (that can be fired by activating the detonator).
Shoot the whole contraption - aiming bullet will travel slowly but will reliably seek target, once the aiming bullet stabilizes in single direction, indicating it found the target, activate detonator and fire regular bullet in that direction at, well, speed of a bullet (which should be impossible to dodge for most common men).
