I want to make an Imperial Guard army similar to SOG involved in the CIA operations during the cold war and was wondering what the closest thing to it is in the 40k lore

The Militarum Tempestus are guard special forces and have a variety of hardcore examples of service in their codex. The short version being they do the riskiest things without hesitation and normally die in the process.
As far as an army intended to undertake very small covert strikes using unusual equipment and with great skill... you're actually describing Deathwatch. Look at their new codex sometime.
Catachans would be pretty similar. They're already 'Nam-era Green Berets, so giving them a clandestine mission and some Inquisition oversight would push them closer into SOG territory.

This would be done best with Inquisition allies. Scions wouldnt make much sense since they are basically elite infantry used for offensive ops.

Those guys arent legitimate CAG, Green Berets, or Rangers. If I were a betting man, Id say that pic was taken in garrison. No combat MOS is wearing colored flags in country. And though CAG and Green Berets can wear pretty much whatever gear they want, the variety of helmets, the black standard issue fleece, and those M4's look awful suspect.

I went to selection in 2005, but didnt make it through. My youngest brother has been a member of 5th group for 7 or 8 years. He's spent time on an ODA, and has been in combat in places we arent even 'at war' with. He's range cadre now due to a blood disease he contracted in Lebanon/Syria a few years ago. Non deployable Green Beret with multiple deployments/missions under his belt. The Army dream job.
