Go for the actual difference between AD&D stat maximums, which would be a -3 - this has the added benefit of triggering those raised by 3E and later where an odd attribute modifier is dumbass fucking design. 13 to 10 is a -1 to the actual modifiers used in the rest of the system while 12 to 9 is a -2 to the actual modifiers, for instance.
