EMP shielding has been around for ages and is incredibly easy to accomplish. Cold war militaries built their stuff to have it because it was designed to fight in nuclear wars, and since then it's stuck around. Your phone is probably EMP shielded.

Plus you're posting Skynet, an example of a mechanical intelligence which actively planned for contingencies and humans figuring it out. Writers need a beatable foe, if your fighting 4 legged robots with perfect aim, that "leak" raicin and vx gas all your heros/humans need full mop suits and other protection.
If your robots are swarm based flyers with long long hang time over a battle that shoot from outside your average guns range from above you need to plausibly give enough stinger missiles and such to them and thats hard to do.
If you had robots flying out of range droping canisters of vx gas and other bio weapons, that are emp shielded, ect. You make it unwinnable and thus not a good read or watch
