I think you need to look at the chart again; it rates 3 forms of freedom on a scale from "authoritarian" to "libertarian." The "benevolent dictatorship," for example, is one that has no restrictions on personal or economic freedom, with the ruling power's only concern being that they continue ruling.

I suspect you also have a skewed understanding of what "libertarian" actually means. Hint: it does not exclusively refer to the American political party of that name
