To add to this, from a lore perspective. Think of Skitarii as Stormtroopers with cybernetic augmentations. They fight less intelligently than Scions, but from a physical perspective they're slightly better soldiers in almost every physical way and are virtually fearless due to their pseudo-programmed nature.

Have you read the lore on how Skitarii fight? There's almost no actual lore depicting them doing anything other than running, aiming and shooting. Scions on the other hand fight somewhat like modern soldiers, only GW obviously doesn't have the combat experience or apparently desire to research how one should react to most situations on the battlefield.
