I don't think going through the effort to repatriate our dead can reasonably be considered an insult.

I think we should probably stop sending ships into their space and instead establish surveillance outposts in that region.

Considering that they only destroyed presumably military scout craft and haven't actually encroached on our space in any way whatsoever, their behavior is much more likely to be defensive. Particularly considering they are assembling their fleet in plain sight, which would be insane if they were planning an attack.

The reasonable conclusion is that they are reacting to a perceived threat from us and are anticipating an attack.

Under the circumstances, I think we need to consider the possibility that they are just as scared of us as we are of them. For all we know, they are 'ignoring' our communications because we have totally different communication mediums.

I think we need to nominate a very small diplomatic team, and then send them in on the absolute smallest civilian vessel that can reasonably make the trip, with no weapons on it whatsoever. Totally undefended and unescorted.

If the aliens are hostile, these people are dead. It will be a tragedy, but one that we can use to further galvanize our populace to the need for war and silence any questions as to whether or not peace can be had.

But if there is a chance, any chance at all, that we can avoid such a devastating galactic war with this unknown enemy? We have to investigate it. We need to try.

In the meantime, we can start building up our military infrastructure and begin mobilizing, but lets do it far away from the front lines and their territory. We will use bait tactics. The outermost fringe worlds will be left undefended, while our military power is held in reserve out of sight deeper in our territory. If the aliens launch an invasion against the low hanging fruit, we then swarm them with an unexpected show of force from multiple sides. That gives us a defense fleet for our protection so we are not totally naive, but still tries to appear non-threatening so as not to provoke further escalation.
