Partly, the wizard was looking for a means to become immortal without resorting to Necromancy.

In his travels he comes across this strange jellyfish like creature that didn't appear to exist naturally anywhere.

He began researching how he could use this creature to achieve his goals and masked all of it by creating the Research center which actually did produce various alchemical products and brought in much needed revenue to continue research.

The point where everything turns into Raccoon City is when he gets brave enough to try to transplant the thing's cells inside of himself only to discover it's an alien entity that didn't take to well to being dissected and is psychicly controlling various other experiments it's cells were implanted in.

The entity is not initially malevolent. It just existed until Wizard finds it and goes "Hey this thing can regenerate and doesn't seem to die....I'm feeling lucky" and starts poking and prodding the thing even as it's trying to tell him to stop.

No, they arn't mimicking anything and certainly nothing on the level of Jenova. It's directing parts of it's cells that have been implanted to go around and spread them more to increase it's level of control in a bid to take revenge on humans for hurting it all the while having to fight the conciousness of the wizard that it can't completely absorb which would be why the thing can't fully control the other creatures and continue it's plans.
