Very fluffy but probably in need of work.

You really don't need 3 units of Justaerin, it's an awkward number to work with. Horus will pull one into Deep Strike, Abadoon the second, but the third is stuck walking. You're also wasted the Primus if he's only protecting 8 where he could be helping 12.
I'd cut the third squad and use the points to bump both of the others up to 12. I'd also drop the Multi-Meltas and instead buy a shitload of Combi's.

Reavers, those Anvillus are expensive and going to get the units killed. You're throwing 30 models upfield with no support at 3500pts; they'll get one-rounded.
You're better off dropping the Pods, replacing them with Jump Packs, and again investing the saved points into bodies and Combi's.

This might well cost you the Herald as he can't fly. DESU you're better with a second Primus or Forgelord.

You're at the mercy of Spartans and Typhons, but I don't think you can really fix that without breaking the theme,

If you're running them like that, I'd question why you're even using Reavers at all over Veterans. Reavers exist for Jump Packs, 15-strong, Combis and Outflank; if you aren't using at least one of those, they're objectively inferior.

Consider that for 10pts *cheaper* per squad, you'd be getting:

The way they're being run, the single benefit they are providing is Precision Strike at the cost of Rending, FC, Scoring and the like.

It's generally accepted that the blue, black, red and white schemes for librarians, chaplains, techmarines and apothecaries is a Codex Astartes thing influenced by GC/pre-heresy markings. For example Blood angels had Wardens which were proto-chaplains designed to watch out for use of psychic powers after the edict and they were coloured black, BA apothecaries were standard red though. Some legions had different coloured specialists as well.

The proper answer to any HH colour scheme question is that it's really up to you.

Yeah, the Saggy Tar isn't great, but the Sonic Boom Gun the other one has is probably the single most broken shooting attack in all of 30k/40k.

They're both so expensive that they're almost impossible to field in a 30k game unless you're playing at like 5000 points in a single army, and I doubt anyone's gonna be willing to play against them as a LoW in a 40k game for CultMech/Skittles.

It makes sense though. In 40k sure, Dark Angels do their own thing and can't be relied upon by other Imperial forces. But in 30k they're just another legion. Like the White Scars, they've got loyalists and traitors and that's it. None of them are taking a third path.

I don't really buy into the whole Cabal story, but the Paramar anecdote suggests that the Alpha Legion's service to Horus is conditional and they're fighting for the legion's sake at least as much as for the over traitor side's.

Warhounds are probably too well armed. In Epic their weapons are clearly a step below the serious titan weapons. The Ordinatus Minoris and Shadowsword can both have volcano cannons that can do more damage to a titan than a Warhound can, at the expense of speed.

30k also appeals to me because the legions that went to chaos can be seen without the "haze" of the chaos gods behind them. Their characterisations are more human than inhuman. Their motivations aren't just "a daemon said so", as I remember hearing about why the Iron Warriors were featuring more in 40k literature.
That, and I like the challenge of making a mono-legion list - in 40k you can mix and match allegiances within the same chaos army, and as long as they're undivided or of the same god, you can have any combination of units within a single squad.

I've been wondering that myself. I want the FW/pre-heresy colour scheme to look like they're under a coat of "faded" light khaki green, representing either a coating of dust from DG chem weapons or the corruption of Nurgle.

My instincts say "drybrush with that colour", but I don't think it'll have the effect I want.
I believe "powder pigments" (the thing in paints that makes the colour, minus the liquid) are a technique people use.

Dusk Riders got their name because of, well, attacking at dusk to disorient their enemies. They were implacable and somewhat more resilient than other marines, but that was pretty much it.
Morty made them fully embrace endurance as a main trait, and they became experts on Zones Mortalis operations, aka planets where others wouldn't even survive.
And given how Morty was schooled thoroughly on poisons and chem weaponry, it was only natural his legion didn't mind using phosphex and rad unlike others.
And given how the ground they fought on usually was a death world anyway, their overuse of such weapons didn't matter much anyway.
Some anon once told me Morty was the only one that truly knew how to make good quality phosphex or stuff like that. As far as I know, the recipe actually comes from Terra, and on their codex, the Admech had its STC fragment, but some dude had a case of the feels and destroyed it, the fag.
