Hal is great. He's obviously quite powerful, smart, well connected and extremely knowledgeable. He also has no problems reminding people of his virtues and talents. His well earned smugness makes his a perfect CofD mage, no less Silver Ladder Mastigos.

It's unlikely Promethean will be nearly as problematic as Beast.

Beast was definitely experimental in nature, while Promethean already had an entire first edition to work out kinks and establish fan likes and dislikes.

Matt's a very experienced WW writer and developer, and while I haven't always liked everything he's done, Beast still stands out as terrible anomaly that will hopefully never be repeated.

We don't yet know. Perfected metals in 2e will be first discussed in Signs of Sorcery, Mage 2'e first supplement. It's entirely possible, however, that no mention will be made of the issue.
