OP's shitty premise says they grow whatever genitals are best needed, NOT that they choose. This would mean that the numbers of Men/Women would roughly be at whatever they needed to be at, and would be suited to the elfs chosen career and personality. On the one hand this is efficient, on the other hand it means you aren't going to see any female warriors or tomboys, and tomboys are a gift from God.
