How do mages in your setting handle magic that involves transforming humans and/or animals? Is it verboten, common, or under the table?

A tragedy, in my setting.

Magic went out of control. Entire towns and cities woke up as mutated beasts with extra lombs and arms.

There is a major moralistic political push to start using magic to transform anyone convicted of a crime and sentenced to a prison term into an elf for the duration. It is argued that it would be more humane, because elves age so much slower. Criminals can serve their whole term and received their deserved punishment but when transformed back to their natural state will have only aged a few months and not been denied many years of lifespan.

Very rare. Only done with a special type of mage, a Biomancer, and typically they only mess with themselves to augment their physical abilities or turn themselves into bodyhorrors in the name of efficiency and science. Doing things to others is a bit more complicated because they either need to get the permission of that person's soul or literally overpower it at the cost of that person losing it and becoming a lesser.

We had a PC one in a campaign once, he was quite insane, or in his own words, he altered his brain to be more efficient with the side effect of giving him an inhuman point of view. Early on, he could birth a baby deer out of his chest and used them to test traps in dungeon corridors and at one point modified one to be part mushroom and produce anthrax spores if fed water and gave it to a little girl in an enemy city.

By the end of the campaign, he had created a giant bee named Efrim to fly around on and built a nest where his lungs used to be that housed his favorite combination of spider-wasps.

He was disliked by the party but not enough to get rid of since he was the party healer.

Most people have next to no magic.
Some mages to exist, they have elemental manipulation and are generally total local badasses.

Guys that can manage transformation magics are a step above and as such don't give a single shit about opinions and just do whatever they want.

Depends on the mage, but for the most part they're indifferent as a whole.
Something as asinine as ethics will not get in the way of science to a wizard.

My wizards have no sense of right and wrong, though.

The big issue with "transforming" is the more dramatic and unwanted the change is the more likely the target will resist it and the shorter the duration is.
Even if the person wants to look a certain way they're still required to "concentrate" as it's a lot like the difference between breathing manually vs doing it automatically: someone can slip out of their transformation quite quickly if they forget their supposed to be someone else.

Illusionary Transformation is the most common and rudimentary form of transformative magic but is non-physical; being purely based on a "trick of the light". Illusionary transformation is practiced by many casters, magicians, etc.. as well as the odd magical animal, typically Cats, Raccoons, Foxes, Rats, etc..

The most famous form of permanent physical magical transformation however is Alchemy: long term prescriptions of magical potions and pills can eventually cause minor changes and so forth. Numerous sorts of mundane-folk can and will go to Alchemists in order to purchase such items for cosmetic purposes: suppress aging, gain height, increase genital/bust size, lose weight, etc, etc..

The most COMMON form of permanent physical magical transformation is through purely natural magics; long-term exposure to wild rustic livings: eating dire plants, dire animals, and monstrous beasts, exposing yourself to druidic, feyish magical sources and elementals. These natural sources turn even the most pitiable boys into strong and rugged MEN, so much so that often times agrarian cultures will exile lazy or runty youths into the wild for a year to turn them "dire".

Extremely powerful casters are also capable of physically changing themselves, but in doing so in such a way -and so quickly- they can run the risk of forgetting what they look like and..just sort of fucking up quite graphically.

Limited study is allowed with proper governmental oversight, but it is mostly forbidden. Unchecked biomancy led to the origins of most of the monsters in the world.

Here are some other methods of shapeshifting to consider:

>Changeling "literal" shapeshifting:
Changeling's form of shapeshifting is -not- magical: they literally mold, swap and contort their bodies as the only bones they possess is a cuddlefish-like rib cage and a spine and skull all support by a cartilouges skeleton.

>Druidic Shapeshifting
Druids can turn into certain animals and plants so long as they're of proportionate size and they have the animals skin or the plants bark/branches. Druids typically wear bear, boar, sheep or goat skins or carve their staves from certain trees so they can shift at will.

>Hags & Necromancers Skin-walking
Hags -the paranormal creature- and Necromancers -the class- can skin dead bodies and wear them much the same way a Druid would wear an animals skin so they can shape-shift into people. Hags have no class; they will skin a humanoid and drape their hide over their body- typically so they can appear as the beautiful country women or little boys the hide was skinned from. Necromancers 'usually' have a little more decorum and respect: turning skins into cloaks, hoods or vests so they can discreetly shift into the skins previous owner or to simply hide their occasional undead nature.

Transfiguration is one of the three magic skills that can be learned by any pc. It's not common within the setting, but that's okay because the pcs are uncommon heros. Low level shapeshifting can change your appearance, but doesn't affect your species/stats. This is useful for disguises. Higher level shapeshifting allows the user to self-buff by taking monster/animal aspects when they transform. The higher the level, the stronger the aspect taken. Shapeshifters are treated differently based on the society. In smaller tribes of humans and trolls, shapeshifting is considered a powerful skill to be encouraged and celebrated. In city-like settings, shapeshifters are often seen with suspicion.

Note: The beastfolk monsters originated from powerful shapeshifters breeding while in their monstrous forms and giving birth to creatures that couldn't return to human form.

Nobody else really knows how to cause permanent changes with magic, unless Reincarnate counts.

It's treated kinda like plastic surgery. You need a specialist to examine each case and work out the details of the procedure, and it's expensive. Some goverments have it regulated more, some less. Certain aspects like copying someone's face are forbidden in most cases, but that's what the black market is for.
There's no fire-and-forget spell that can transform some guy into a horse, at least not one where the horse lives long.


Uncontrolled magic can also lead to mutations and the like, but those a simply enviromental risks.

There is an industry built around it in my DM's setting. Women get dolled up temporarily or permanently and guys get their schlong a enhanced, too. People are what they are, and sex sells, no matter the age. Abortion is fairly common via interesting uses of teleportation and some psionics abilities I've not asked about.

As for my character, she's a necromancer who plays with skeletons. She openly changes her body to the situation and her want.

Well, it depends on what you mean. Minor modificiations and temporarry stuff is reasonably common but ''genetic engineering'' such that you might make a new ''race'' is forbidden in most places. Some places use a variant of it as punishment for the most heinous crimes.

You plotted against the king? You get fused with a wolf, lobotimised if you have any free will and turned into a literal guard dog for the king. They like irony.

No fucks are given, go right ahead and turn yourself into whatever freak shut you want you crazy fuck, but that's just because alchemy is just viewed as strange already that and the current goverment is focusing on necromancy because the alchemists are trying to destroy death in the setting and are going full no sense of right or wrong with it.
it isn't helped by my mentally unstable alchemist being a part of this underground necromancer ring.
