Depends on the deck and the format. Rare heavy decks (typically the value midrange flavour of the format) can get above 2/3rds of the decks at rare or above. Current best deck in standard is rally, which is almost exactly 50% rares, which I'd say is fairly typical of standard (most formats can get away with even lower numbers when the mana fixing isn't so completely retarded). Older formats, the question is mostly irrelevant, as often your uncommons can be more expensive than your mythics (eldrazi temple vs world breaker, to use a recent example).

As with a lot of tcg stuff, it depends on the play group. If there are standard tournaments that look fun, all the focus on 'all-star cards' tends to leave a lot of good options super cheap. I probably put in 20$ per rotation, and end up with an entirely reasonable deck. It may only have a 50% win rate, as opposed to 60% for the 'meta' decks, but the difference is small enough that you can still do quite well and have fun for a very small investment. It becomes even easier if you go to prereleases and the occasional draft. The current standard is a little more hostile to this approach, due the pants-on-head decision to release dual-type lands alongside fetchlands, which makes budget land bases look really shitty in comparison, but come SoI, fetches are out, and budget manabases lose much less in comparison to what will be the new 'full-money' land base.
