Hex maps and cardboard chits, like they did back in the 70s.

It's almost as expensive as miniatures, but at least you don't have to paint anything.

You could actually use cardboard chits and a paper map with any miniatures rule set. It'd take some small amount of jury-rigging, but it's doable.

I've tried little wars before, just get small nerf guns or the lego cannons
