In 4e, smart tires gave better handling and allowed you to drive over obstacles better, and gyro stablization gives better handling and allows the motorcycle to drive without somebody riding it for balance.

JackPoint is a Data Haven. They're like an invite only Warez site.
They're considered illegal by the corps, because they tend to post stuff that they want a secret, the corps have no influence to censor them, etc.
To avoid spies and wikipedia bullshit, JackPoint has a list of trusted members, who have the right to post information. For someone to be elevated to Trusted, they need to submit data through someone who's already trusted, who will then vouch for them. The admins then look at the data the applicant has to offer, which needs to be something not just anyone can get their hands on. After that they get a trial period before becoming trusted. All members must continue to provide data otherwise their rank gets revoked.

Reading on JackPoint is a lot easier though. I don't know if it's just open access, but all the rulebooks are styled to be JackPoint excerpts.

I've never read the rules for cyborgs, or cyborg PCs, but I came up with a character concept that's really cool fluff-wise. Before I even delve into the SR4 books, have any of you tried to do it before? Is it even worth trying? If it is, do you have any house rules for cyborgs?

A good, solid choice for most of the roles is 3e.
It doesn't have a lot of the newer metatypes and splats, and thus isn't as good for pink mohawk, but it's generally balanced with good fluff and captures most of the setting elements very well. It can be a bit clunky and sourcebook-heavy, but you basically only need core, Magic in the Shadows and Man and Machine to have a satisfying amount of choices.
In my opinion, it's basically the quintessential Shadowrun edition, though newer players or ones more interested in a pink-mohawk game with a lot of outrageous splat choices might prefer 4th or 5th. I still vouch you should give 3rd a try, though.

I cant comment on SR4 but I play a dedicated decker in SR5 and its not bad. Some complain that it can bog the game down with the decker doing stuff and the party sitting around doing nothing. This is IMO because of bad GMing mostly, mages take just as much time with spirits preperation and Astral.
That said how you play a decker can defently change the speed if the game. It is possible to create an entirly AR decker ,with boosted reflexes to get the initiative boost, and keep up at the back of the party, bricking controling perciving etc (matrix perception is great for checking out the next room as everything has a comlink and weapons show up easily). Deckers are a great counter against riggers thanks to the miracle of Tantrum which can take the rigger out for a good couple of minutes. The Rigger 5.0 book just added target device (Which a deck ahould be able to replicate) which is a nice buffing mechanic.

Technomancers are intersting (i havent played one yet but its my next character) from a fluff standpoint and should be played like a summoner mage. Summon sprites to either boost or distrupt targets, use your complex forms as an emergancy or to supplement your sprites (unnatural healing and focused concentration are good qualities)

A great deck is ok but unless you have a dicepool to match it all it achives is higer limits and slightly higher resistance. Proberly look at logic and intuition boosters and a skinpocket or smuggling compartment for you deck is great for a decker

Thats not to say that hacking from a distance is impossible. Can you play a decker from an apartment while the teams in the feild, not really, do you have to be anywhere near the front line, no. I'm having a disagreement with a guy in my party. He's telling me Essence is always rounded down, so if you get a datajack and your Essence goes to 5.9, that means you have 5 essence for magic and social limit purposes.
But I am pretty sure I recall reading that essence is always rounded UP, so you wouldn't lose any essence until you hit a combined Essence Cost of 1.0 from ware.

I looked through the book and it says nothing either way on rounding Essence.
Was rounding up 4th? Or am I crazy?

Well, the first major issue with 4e was dicepool bloat, and I choose to solve that by playing with core-only and a select few things added later on.
The second was the hacking system, which is somewhat cool if you put a focus on the Spoof action rather than Hack on the Fly.
Then it was a number of tweaks to combat (High lethality optional rule from Core, shitcanning the awful wide burst rule), magic (an entire document of drain tweaks), and a copious application of situational modifiers to, well, everything.
The only thing I really couldn't save, no matter what I tried, was rigging.

No, they don't. Matrix and normal initiative are the same initiative, and deckers act in tandem with everyone else. Either the GM is setting up decker-only challenges or the players are quite content with sitting aruond doing nothing.

Probably the same reason why this world was still advancing like nothing was happening with the corps coming down as hard as they did for the past 25 years: the entire plot is just an excuse to exploit the "fight the power" idea that evil corporations are in cyberpunk.

Maybe you didn't get the memo, but corps, and specifically AAAs defacto controlling the world is hardly something new to the franchise.

Combat Resolution says:

And environmental modifiers are the only group to have the special rule on choosing the worst modifier or bumping it to the next category, so I assume everything else should stack normally without any special gimmicks. Like, if you shoot outside while running inside a moving vehicle, it should be a -4 penalty.
