Nope.
They almost all came to be the biggest cheese of their world, but Gman was a rare case of making it a utopia. Plus he had the best record and strongest Legion in the GC.

Memery aside, I'd say Gulliman.
Although Sanguinus was probably the most loved.

Mortarion, despite having a cool design and working for the best chaos god, is one of the worst.
He never did anything except get stood up by the emperor

Not true, every primarch was created for a special skill or ideal.
Mortarion surpassed every primarch with his mastery of being an entitled bitch.

It was his whining that won over the council of Nikea.
It was his whining that bolstered the traitor army tenfold.
It was his whining that ensured the success of the Drop Site Massacre.
It was his whining that convinced Typhus that he is an absolute asshat, and gave his legion to Nurgle.
Jokes aside, Morty really is the worst primarch.

The Lion is pretty fucking top tier.
