The buildings are made with the same principles as casinos in mind, they want people not to realize how long they've spent in there shopping and that wouldn't work if they could look outside and notice it's getting late. They wouldn't nuke their food. Acquiring a nuclear weapon is an ascendancy for a nation. It means you have the power of Mutually Assured Destruction and it's the ultimate tool of aggressive diplomacy. Very few would dare attack a nation with a nuclear weapon. Acquiring a nuke isn't so much a means of nuking people but a means to be left alone.

These vampires are trying to solidify their hold on this nation by removing outside influence from the equation.

Buddhism, Hinduism, Shinto, et cetera would manifest Faith differently, have different requirements for what qualifies as Faith, et cetera.
I was just speaking from a western, judeo-christian perspective, because it's the only one I have the firsthand knowledge to make judgements on, to explain that supernaturally significant Faith isn't the same thing as garden variety faith, and is rare enough that it can't be an entry requirement, and "there are no atheists in foxholes" won't suddenly grant it.
