No they're not? They're lethal killing machines, but they're not absolutely psychopathic monsters with virtually no higher reasoning skills like they originally were.

Most chapters do care about civilians to a degree, but ultimately view them as annoyances or liabilities on the battlefield (which given their jobs is understandable) because they really don't interact with them. Even then, they still at least attempt to fight without killing a whole bunch of innocent people if it can be avoided, because they recognize that they're Imperial servants. Some chapters are excluded from that, but they're not the majority.
