SPECIAL system is basically the same as GURPS, where perception, charisma and luck are treated as attributes instead of being derived from them or advantages/disadvantages.
You'd be saving a lot of heavy lifting that way.

Read GURPS lite which is like 17 pages long and explains how the system works. There are some fanmade conversions around, google "gurps fallout", but you basically multiply attributes per 2 and change some skills' names.
Otherwise, GURPS works exactly the same as SPECIAL, you only have to fill up the fluff and I guess that you're ready to go.
