Literally why. The militia will break the archers morale just by existing, and the archers are in harms way when the formation gets crushed like the incompetent bug the militia make it.
Why not put the tribe warriors up front, the shielded militia further up front, and all the archers in the rear?

PD pleb type depends on the province, not the nation. Only high investment grants national troops as PD.

Dom4 overhaul the PD so that the basic militia is province troop up to a certain level, the tribe warrior are likely part of the regular army and placed so that the PD take any cavalry charge/fire closest so as to minimize loss

To actually answer your question, 13th Age has something like this. Many (but not all) powers are 1/encounter, like D&D 4e. The Escalation Die incentivizes you to hold your powerful attacks: you gain a +N to attack rolls on the Nth round of combat, and some powers will gain additional effects in later rounds.
