Personally, I love the Severan Dominate perspective. 40k has always been about seeing things from every scale. Yes, in the grand scheme of things it doesn't even matter if the SD existed, let alone successfully rebelled. But I don't care about the grand scheme. 40k's been talking about nothing but the grand scheme for 20 years! It's boring! Give me the views of a single planet, a single sub-sector. People who care if their country lives or dies, not their Imperium.

The Spinward Front, which is where you'll find the Dominate at all, takes place a few centuries before the latest events in 40k continuity. You could reasonably make the case that the Dominate fell, but that since the soldiers thought they were still fighting for the Emperor but had been deceived by Severus, they'll try their damned to redeem themselves for their unintentional betrayal.
