Create a 10 team league

Each team has to play each other once, 3 ooc games each season. Team that finishes last place gets relegated back to their respective conference. Continue the college football playoff as normal with the lower conference teams. Team that wins the national title gets promoted to the upper league to play their season against these teams.
The two top teams in this league get to play a rematch as a championship game. Both teams get the chance to showcase their best players and NFL prospects.

CFB isn't as plastic as professional sports, people won't just bandwagon their conference rivals because they're the closest team

one team per year means the league is basically stagnant
>all top recruits will feel join one of the top 10 teams
teams could stay in the top 10 for decades at a time, and the relegated teams would have a huge leg up recruit-wise re-entering the lower conferences

dumb
a promotion/relegation system isn't feasible for CFB. just make a 16 team seeded playoff and remove some of the mickey mouse bowl games.
