From what I understand teams that do a lot with little can outperform teams that are objectively better than them in this ranking. This is also why some PL teams are underperforming - loads of money does not translate to European results, so they are lagging behind those with less money but with decent/good European results.

This might make sense if Leganes came in top 10 with zero budget, but they just barely saved their spot.

Also, I don't get how PSG can be ahead of Juventus. They have more money, but Juventus has been outperforming them in the CL and are obviously the superior team.

Okay so, I just wanna say something about this.
I casually follow toronto FC because they're a sister team of the Hockey and Basketball clubs that I actually give a shit about.
We're ranked 171 out of the ENTIRE PLANET even though MLS isn't even considered a good league by it's own fans.
More specifically:
Cruz Azul of Mexico is listed towards us, even though one of our most noteworthy addition in the last year or two - Victor Vazquez - was only available because he basically couldn't produce for that club.
Club America is even lower, but they are (arguably i guess) better than Cruz Azul.
Pescara are below us. No MLS team could beat a Serie A Team. Period.
Brasileirao Serie A Teams are also listed below us. We couldn't beat them either.
So i'm not gonna lecture anyone on their own culture's sport but this list is definitely bullshit and based on earnings instead of performance.
