Sydneys boxing gymnastics etc arena was an existing facility that has since been demolished
Sydneys shooting center has hosted events since

The rest of Sydney's facilities were temporary or just used landmarks.

I don't remember all the details, but there will be a limit on spending, the priority must be given to upgrade exsting structures, for new structures the host country must provide a credible a plan for their use after the olympics, the olympic committee itself will give 1 billion dollars, there will be diferent rules for sposorship, and so on. All this starting from the 2024 olympics.
