The whole routine doesn't typically start until the batter is almost set. You underestimate how hard it is to see the signal in that position.

Catchers use the pitchers as their instrument (and that includes controlling the pitcher to rest, relax or give it all for him to be relieved) and dictate the pace and the flow of the defense, according to what he sees. The catcher is, objectively, the leader of a team even though he's not the one making sure the defense works. Even though he's not throwing the pitch, he knows how the pitch was better than the pitcher itself.
